When a vacancy presents itself an analysis of the position, with comparable communities, will be evaluated; vacancies then will be filled based on the necessity of the position and our ability to pay. • Council concurrence

All city jobs will be categorized by basic requirements and the needed skill set, thus reducing job swapping by unqualified personnel. Hiring will be based on added value to the city and taxpayers, not campaign contributions.
